Proposed draft regulations outlining how civil penalties may be applied have been put forward following amendments to section 22 of the Gambling (Anti‑Money Laundering and Countering the Financing of Terrorism) Act 2018, introduced by the Gambling Legislation (Amendment) Bill 2025.

Currently, civil penalties can only be levied against operators, but the GSC appears to be exploring a change to this and is seeking input from industry stakeholders through a consultation process.
